[WIP] User friendly startup/system checks/optimization/crash prevention

Description

The goal of this is to implement a startup check system which automatically pulls in system information and based upon this suggests command line arguments to write to the webui user file, and writes upon confirmation. This will hopefully help some out of system/gpu memory problems and perform optimizations such as adding --xformers where applicable. This will also help prevent the need of users adding their own command line arguments without really knowing what they are doing.

Currently still in progress as I expand further.
