fix: update Michigan polygon

SUMMARY

The purpose of this PR is to refine the look & feel of the Michigan state on the legacy-plugin-chart-country-map, so the polygon does not include one of the great lakes.

4. Select any metrics / ISO
5. Generate US Map

• Changes UI
• Includes DB Migration (follow approval process in SIP-59)
  • Migration is atomic, supports rollback & is backwards-compatible
  • Confirm DB migration upgrade and downgrade tested
  • Runtime estimates and downtime expectations provided
• Introduces new feature or API
• Removes existing feature or API

Well, that's odd... both that it happened, and that nobody has complained!

The help here is much appreciated, but could you make the change via the Jupyter Notebook? Changes made directly to geojson files are doomed to be overwritten. Hope this helps.
